The Former President's Progressive Alarm Overlooks Europe's True Threat: Technological Stagnation.

Donald Trump's national security strategy presents a flawed assessment of the European Union. The document asserts that open-border policies and so-called "woke" policies pose an existential threat to the continent's identity. Yet, this argument is based on a fundamental misreading of the situation. The true danger facing Europe is not cultural but technological and economic lag.

A Glaring Growth Gap Between Europe and the US

The data reveal a stark picture. From 2008 and 2023, US GDP grew by eighty-seven percent, while a paltry 13.5% increase for the European Union. During this time, EU GDP per capita fell from 76.5% to just half of the US level. Remarkably, even the poorest US state now boasts a greater average income than several leading European economies like France and Italy.

Currently, roughly 50% of the world’s 50 largest tech companies are US-based, while a mere four are European.

The Innovation Shortfall: A Critical Question

The growing economic gap is driven by stronger efficiency gains in the United States, fueled by breakthroughs and higher total factor productivity. The scene of world technology leadership is decidedly American. In the last fifty years, hundreds of American startups have scaled into companies valued at over ten billion dollars, compared with only fourteen in Europe.

This disparity raises a pressing issue: As the competition for tomorrow's sectors like AI, semiconductors, and quantum computing, what is the EU stand? Most analysts agree it is essentially a two-horse race involving the United States and China, with Europe starting at a significant handicap.

Underlying Factors of Europe's Innovation Gap

A number of key factors explain this innovation chasm.

  • Financing Ecosystem: The United States has a much more robust and agile system for funding startups. The EU still lacks a genuine capital markets union, a factor that caps the scale of emerging companies.
  • Regulatory Fragmentation: Complex and divided regulation hinder Europe. A US startup can introduce a product under one regulatory framework to access a consumer base of hundreds of millions. The EU, despite a larger population, is split among 27 separate regimes, creating huge internal barriers.
  • Mindset Differences: Attitudes toward risk-taking differ sharply. In parts of Europe, business failure was once viewed with stigma, whereas in the US, it is often considered a badge of experience.
  • Military Investment: The United States enjoys a tightly woven academic-military-industrial complex. The continent's long-term lack of spending in military capabilities has eroded its capacity for breakthrough innovation.

A Path Forward: Grounds for Cautious Optimism

Despite these challenges, there are causes for hope. Policymakers are growing more conscious of the existential challenge and have begun to advance substantial change. Key reports on European competitiveness and the internal market highlight the necessity of sweeping reforms.

With the right incentives and rule changes, these assets might enable far greater degrees of business-led breakthroughs.

Europe still possesses significant strengths: skilled workforce, excellent education systems, and premier research institutions. Alongside a large internal market and high savings rates, these foundations have the potential to unleash a surge of investment and entrepreneurship.

Crucially, even if the EU does not take the lead in creating cutting-edge tech, it can still significantly boost productivity by adopting and adapting innovations from other regions.

An Inflection Point

Europe now faces a decisive moment. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". So far, Europe's slide in innovation has been steady. But, if it fails to take bold steps to address its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible loss of global economic relevance.
